That's not a Sparrow Hawk, it's a Kestral. They changed the name from Sparrow hawk back in the 70's since they are not hawks but rather falcons. And it's not choking, that's how they eat for the most part. Back in the 70's and 80's I've had several of them. They tame down very quickly but are federaly protected and can only be taken with a federal permit.

As kenhawker1970 and others have said, it's a kestrel, not a sparrow hawk. If, however, you go back to old terminology that came from the early American settlers trying to name birds after things back home, it was a sparrow hawk. But they have long since updated the terminology. It has little or no resemblance to the European sparrowhawk which is an accipter, not a falcon like this bird.
