you don't need a full range of motion to make for an effective rep. Gymnists normally don't dip anywhere near a full range of motion on alot of the things that they do and look at them. For a 64 year old man I'd say he's doing just fine. Most people after the age of 70 can't life more than 30 pounds overhead without problems.
Just so you know, when you're working shoulders with overhead movements, doing a complete lockout at the top of the movement takes a lot of stress off of the muscles. I'd say that his last rep, where he stopped maybe an inch from lockout, tore more muscle fibers than the other two.

@BIGDADDYJOHNSON27 The gym used to have 40# bars for barbells so it is only 180#. Those bars were all replaced with 45# bars.
