Think about it in terms of physics:

The force applied to send the boy flying down the stairs must cause at least a broken bone for his size. The force (or rate of change of momentum) is going to be very sharp because metal is rigid. Theres no way that wouldnt hurt. Even disregarding the impact of the car, the fall would have hurt a small kid.
