During the second Bush's administration, the solution to this problem---using a chimp who couldn't sign in order to avoid the question---seemed even more like what would actually have happened.
(Note: neither chimp went into space---using a signing chimp at the Space Centre was evidently just another piece of publicity designed to distract people from the question, 'Why in Hell are we trying to blow up the MOON?,' making his refusal even funnier.)
The second I heard that NASA was going to fire a Rocket into the moon (Which they did on 10/8/09), this immediately came to mind. I guess Life CAN Immitate Art.
