As I recall there were several studies, Class size is not the only issue affecting grades. The attitudes of students toward education and the attitude of the students parents and surrounding communities is a much bigger part of the formula.

The failing school system is due to lack of funding, overcrowding, a shortage of accredited teachers, etc. Parent in the inner-city want to see their children suceed. Why wouldn't they? It could be that rural schools do better because they have smaller classroom sizes ( a study called the Tenesee Class Size Exp. supported this. It was attempted in CA, but failed due to funding). Your ideas are in the right place, but your reasoning (purely racist) is blinding you to the fact that students in general are being robbed of their ed. If you eliminate your bias, you might even help some students succeed academically.

As I recall there were several studies, Class size is not the only issue affecting grades. The attitudes of students toward education and the attitude of the students parents and surrounding communities is a much bigger part of the formula.

The failing school system is due to lack of funding, overcrowding, a shortage of accredited teachers, etc. Parent in the inner-city want to see their children suceed. Why wouldn't they? Again, talk to inner-city residents and you'll see they are just like everyone else.
