he's making that noise because these types of dogs have bad noses, its very difficult for them to breathe. Pugs, bulldogs all have these types of noses, if you leave one out for just a little bit on a hot sunny day, they will get a heat stroke.

He may have an elongated soft palate. I had a pug with that condition. Brachycephalic dogs (bulldogs, pugs) tend to have that issue. They can be very loud breathers (as you know!).
