Steering looks like controller? Yeah if you have some idea of rally driving you can gold this by improvising mostly, though there are some difficult downhill braking sections and blind corners. 4'08 is easy enough ... even 4'04 with a little (very little) practice. Under 4 minutes if you actually know the tight switchbacks where much time can be made up or lost...

You took the gold medal but you went too slow, I have done in 4 minutes and 4 seconds. With my Mitsubishi Evo super rally car in 2003 but I do it in 3 minutes and 41 seconds:)

this challenge is actually very easy with zero traction control. just dont drift too much and you will beat the time by a huge margin! trust me

YES! In finally beat this challenge just now, managed 4.08.112, jesus it was so difficult, but your video helped me tremendously, thanks so much. If you upload more GT5 videos I'll definitely subscribe.
