subject delta's real name is johnny topside and he discovered rapture during a diving trip. when andrew ryans scientitsts found him they knew he would tell everyone about rapture, so they used him for the protector program. he was hypnotized by sofia and delta shot himself. that was half a year before the rapture civil war and a year and a half before jack returned. subject delta would still be in a coma and be wearing the big daddy suit there. is no way that this johnny can be delta.

She's what's called a Spider Splicer (those are the freaky bastards with the hook hands). And yes, you do fight her as a 'semi' boss later in the level Neptune's Bounty.
