Ventricular fibrillation (V-fib or VF) is a condition in which there is uncoordinated contraction of the cardiac muscle of the ventricles in the heart, making them quiver rather than contract properly.

Cardiac arrest happens when there's no electrical activity and the heart is motionless. VF often precedes cardiac arrest.

Therefore, cardiac arrest is not defined by electrical activities or motions of the heart.
More precise definition should be the cessation of blood circulation through the heart.
