According to Amnesty 150 people have been killed with tazers this last decade. They are not a safe weapon, they are a safER weapon, when compared to handguns. The cops should not be using them in any situation where they wouldn't use a real handgun.

I think he was asking for it. The tazer did not create any kind of negative effect. It simply stopped him. At least it was not a wooden or rubber club. A bat. A gun. Or anything that would hurt him.
