They do make genders. But in the Warhammer universe that is not always possible. For example, are there female orks? No. Are there Male orks? No. Orks are fungus, they are living mushrooms, and mushrooms don't have gender. Another example are the witchs shown here. Why are there no male witch elves? Because they are not allowed to be. Men can not be brides. Also WAR did take some liberties. Dark elf males can not be wizards, men that can cast are killed. In WAR you can be a male darkelf caster.
