Adam Smith was referring the products only produced by that nation, so it would be good to have no restrictions on trade. But in this modern age of trade, things the US use to make can be made in China and shipped to the US cheaper than making it here because of labor cost. It would be stupid to take away tariffs.

As a small business owner myself, I can say that the most damaging gov't regulations, at least to my business, are the ones that don't impose a tariff on imports from countries with barely $2 per hour worker wages. This is especially true in manufacturing where the cost of materials in the U.S. alone are higher than the products those extremely cheap labor countries can produce. How about doing something about those gov't regulations? Better yet, how about a bailout for the small business owner?

We do need a timeout, as in guaranteed vacation time, family time, community/civic time (mandatory day off for voting, etc.), sick leave, timeout from greed and trade deals that have us completing with slave conditions. We don't look kindly on referee's that calls the game for which team pays them off. Setting up a we the people accounting, paper work and help with abiding by regulations sounds like a job creator to me.
