Your an idiot, although you just might have seen it someone else yes. This game was based off of another game with the exact same characters (save maybe 3) in it, NOT off of another fighter.
@hunter0333 It's called doijin (Japanese sharing similar interest) soft. Just a group of guys who make fan made software of popular franchises or their own ideas. In Japan, rules for selling fan made software aren't policed like they are in other countries, the software can be sold. This allows for a higher quality product.
I concur, so many of the moves are obviously stolen and the characters themselves seem like retraces of Capcom, SNK, Sammy, etc. characters.
Having played it though, I have to say the gameplay is surprisingly very good, I actually prefer it to Guilty Gear and it's not nearly so frustrating to play as Melty Blood (particularly since it doesn't have that stupid damage reduction mashing gimmick).

It is in a way. Big Bang Beat WAS based off another game called Big Bang Age.

Sorry this was a fan game made from the visual novel Daibanchou: Big Bang Age. The system is a lot different from Jojo too.
