The question that I would ask is. Why are officers not utilising the art of effective communication, or has that become an extinct skill for cops? Once an officer makes a determination based on information received, the officer verbally advises the offender they're under arrest after which their rights are read. Maybe there's a need to also advise offenders of options available to officers should a person resist. The offender might be more compliant. Taser a last resort.

You make a couple of good points. I may point out that Miranda rights are not generally read before or immediately after an arrest, but only when guilt-seeking questions begin. Also, sometimes it is difficult to reason or give options to a person who is intoxicated or otherwise in an emotionally charged state. I wasn't there when this woman had her interaction, but generally speaking intoxicated people are difficult.

Proper use of taser (as with other weapons) requires extensive, on going training. Such on going training may be lacking in many agencies. If they can't provide that training, then they shouldn't be issuing the tasers. It seems clear from numerous publicized events that tasers are being used more frequently in inappropriate ways by frontline officers. Police agencies need to invest in training!

A taser is not a NON lethal weapon. It's calssified as LESS lethal. It can and WILL kill people. Repeated tazing increases the likelihood of death just as shooting someone 6 times does.
