And though Joey killed Fogarty and Richie and all of their lackies, won't the other mobsters chase down Joey when they hear that BOTH Richie and Fogarty are killed off by then?

Richie rose to the top, but Fogarty had a personal reason to hunt down Joey. Joey killed Fogarty, his men, the mob boss and several of his men. If the mob stayed together, they probably decided to stop messing with him.

And Joey, although in a lesser level than Richie for being the little brother, was feared to death by the other mobsters, including Foherty, because he was explosive and a talented killing machine without any remorse. And I think, for that reason (vengeance) Richie and Foherty kept their personal plans in secret, but I may be wrong.
