I think that was supposed to be Michael Hutchence in the INXS video "Mediate" which was based on Bob Dylan's "Subterranean Homesick Blues". Weird Al later did a full video parody of Bob Dylan called Bob.

I count 12 different artists parodied in this video which include GnR, George Michael, Robert Palmer, Prince, Talking Heads, Peter Gabriel, ZZTop, Billy Idol, the Beatles, INXS, and Randy Newman. Incredible considering that half the video is clips from the movie.
