Nah, dude, that's not Runite. Can't remember exactly what it is, but it isn't Runite for sure.

If you enter the Lumbridge caves, and head straigth south, over the pit and into the cave by the Giant Frogs you get to the Fist of Guthix area. That's where you find those rocks. ;)
