First, it's pretty weird to think that the guy who wrote it wasn't 'meant' to sing it. Second, Ryan Adams absolutely qualifies as a country singer. That label is actually too limiting for him. How is there even a debate as to which version is better between a musical genius (Ryan Adams) and a country singer who has people write songs for him (Tim McGraw)? Ryan Adams wrote this song, and no one has ever even come close to covering it with conviction. It's hard to beat Ryan in any juncture- he's one of the best singer/songwriters of our generation.
