Yes the apartments where not proper and it helped cause their deaths but that does not change the screw up by the operator and the problems it caused. That does not change the fact that you have the fire department themselves saying this caused deaths.

Wrong address 4 times in just 7 hours? That's horrible. And how on earth do you need more training to properly take down an address? Sounds like they need to give a damn about the job and pay attention to what they are doing.
