Storyboard is actually sort of an inaccurate term for what the person created, it's actually more of an animatic which is a step up from storyboarding.
I love it! Aside from the rather jerky animation, it was quirky and remains in one's mind. What I recommend is to makie the animation smoother. As for the hair thing, it does look a bit like hair but when it zooms out on the girl it looks like a rather exaggerated amount, unless that's the effect you were looking for.
