the shopkeeper is Arthur Treacher. He is British and later went on to found a chain of fish restaurants:: Arthur Treacher's Fish and Chips" . He is giving the kids candy dots on strips at 1:12 , i used to get them as a kid. Also this movie was filmed in Munich Germany so you have a mixture of German, British and American actors in the film. And shopkeeper were like that long ago. they would actually be nice to their customers, not like the ones we see to day. bring back customer service.
