@KiaGeoLove what i would recommend doing is taking the elastic and measuring it around your waist, a little stretched, how you would like it to fit, and cutting it. then take that length of elastic and put it on your fabric and stretch it AAALLL the way out and marking that. The rest of the underwear would be proportional to that.

I agree, I wouldn't use thriftstore clothing for my panties. But what I would do is buy the thrifytstore tshirt for the panties but also have new fabric from a store for the crotch area so I know its sanitized and clean.

@mirandaleigh420 It's a way of finishing a seam without having to fold it over and sew, also it makes you not have a weird raw edge on your garment. Like she said, you can just fold it over and sew, it really doesn't matter :)

@rinirino The purpose of a serger is pretty much to cut the leftover fabric while you sew it (does this sentence make any sense? English is not my mother tongue.). So that saves you a lot of time because you don't have to go through the annoying process of cutting the seam allowance after you're done sewing. I don't know if it's easier to use than a sewing machine, but I guess it's only profitable when you sew for a living. ;)

They have a factory, she has a surger ... they output about 1,000 (I'm guessing here.. but probably under estimating if anything) pairs of panties to her one... hence they cost more... Not to get into material costs, labor fees... etc, etc etc..... Honestly... to actually make a profit they would likely have to cost four or fives times as much!
