The two main problems are the power 140 watts (PEP) with a light grounding system and the distance between the TX and the antenna. It's a bit complexer but in general If the SWR is not good without tuner the leds will blink even the tuner on. As you can see it doesn't cut the efficiency of this antenna !
Battery LEDs are blinking - it seems like antenna symmetrization problem. I recommend use a ferit or current ballun for ellimination of shield currents.
