When a dog tries to lick another dogs lips, it's a sign of submissiveness. Also, the dominate dog lays his head on the submissive dogs shoulders, it's a sign that the dominate dog accepts the submissive dog. Seemed like the little bulldog wanted that--and the Rotty didn't seem to interested in giving it, lol.
