@Karnotis Well since Resident Evil 2-3 happens around the same time...about this time Nemesis would've destroy most of the barricades thus making the police station enterable for Cliare and Leon...so by the time you leave the police station your never going back to it (unless you want to) and thus Resident Evil 2 begins there :3 if thats too confusing to understand...then Resident Evil 2 and 3 are occuring at once

@Karnotis At this point in the game, he's driving to Raccoon City. During the first part of RE3, RE2 hasn't even started. And then half way through the game when Jill gets knocked unconscious (I won't say for how or why for the sake of not spoiling this game), is when all of RE2 happens.
