Probably better for everyone involved if the cop doesn't make it through traffic. From what I've heard about China, the cops greatly abuse their power and rule the neighborhoods they patrol like local dictators. The innocent civilians on the street and local business owners are just as afraid of the police as they are of the criminals. People probably shake in their boots when they hear a police siren so they are hoping he gets stuck in traffic.
Actually, he's not responding. Chinese police just like driving with their lights on. Trust me, I'm Chinese, and I saw a cop turn his lights on just to get through a red light. Turned them off as soon as he crossed the light.
Chinese cop always have the lights on.

yeah it dosent seem they are responding. although i've seen cops TRYING to respond, stuck in a traffic jam. this was in manila.

I've seen this Buick around before.
They are not responding. A lot of Mainland police drive with lights and no siren just to show their presence.
