The easiest way is to open the console (~ key), select a character using the cursor (click on the actual 3D character, his name should appear in the top center), and type "createfullactorcopy".

This can only be done on the PC version though.

You can also look up the code for certain characters (such as Emperor Uriel Septim) and spawn them. Look up "Oblivion Console Command Tutorial" and you can find a full guide.
