The reviewer completely misunderstands Alan Moore, Moore himself is opposed to Satanism, describing it as a "disease of Christianity" and he hated the V for Vendetta movie which he said missed the point of his book. In the Book, the dictatorship is never described as Christian and bears more of a resemblance to British neo-Nazis than American conservatives, also when he introduces himself as the devil, he is mocking the fact that a supposedly pious man is raping a child.
Furthermore, Alan Moore believes that magic exists within the mind (ie its not literally real) and doesn't practice it as actual sorcery. He may very well be a Gnostic, seeing as he is a huge fan of Gnostic artist William Blake, but to call him a Satanist is misinformed.
V blows up buildings without people in them, and the people he kills are part of a dictatorship (that is not actually Christian in the comic at all, its is based on Nazi Aryanism)
