That "ugly" building with the fish sculptures is not walled off from the city. It is roughly 3 blocks away, (or a 5 minute walk), from South Street, and plenty of coffee shops, deli's, and restaurants. Finally, turning Columbus Blvd. would be an absolute joke. Do you know how much traffic travels that road?
What type of tour was this? You first observation, "the narrow sidewalk" is partially accurate. While the sidewalk is narrow, most people will walk through Pennslanding (where you pan over and point out two ships, which by the way are famous Maritine relics).
