Heya Mathew,
It's called power auras it basically tells me when my Shockwave is ready, or what Shout I have up, very handy when you have to be aware of the situation. you can search Power Auras on youtube to see how it works for different classes. :)

Yup it's Pitbull, and the buffs are made by Satrina Buff Frames
