Trick Photography. They stoped the filming, switched hats, and started the real again to give it the illusion that the hat magically appeared. They did the same thing in I Dream of Jenie.

But just because some comedians happen to have similar ideas doesn't mean they stole them - it's more usually a coincidence, especially in the 1930s when even the most famous films were pretty obscure.

I guess Harpo cleans it all up in a matter of seconds. Incidentally, I think this scene works best at the cinema, with the audience laughing. Without the laughter it's just not the same. I wouldn't want to see it with a laugh track, though.
