Thugsin always keep an eye on big projects like this because he gets a very large amount of money out of some percent of commission. The quality of the airport is also another evidence. The cracks and holes on the runway was likely to be caused low-quality materials used instead of a higher one with a higher price. And the differences he got out of simply goes into his pocket! cheating is such an easy way to get rich.
