I agree with Harriet it was the right thing to do. Albeit she destroyed the life of many, the Syrocax on the ship were willing to do the same. The Doctor was being arrogant and acted like a spoilt little brat.

Poor PM Harriet Jones had the worst thing happen to her. The means of defense presented to her an hour too late and with seconds to decide what to do. Defense became murder. Right? Smart?

There is this ongoing contest between the Doctor's "better way of living" and life as it is in the "Whoinverse." Many casualties were racked up in this contest.
Shooting down the aliens was so stupid... word about Earth was getting out anyway, if the aliens had left and spread the word that Earth "IS DEFENDED," maybe less aliens would try to invade. D:
by the doctor saying that Harriet Jones is tired he means that she is losing sleep and that causes her to make rash and dangerous judgements that could have very well got everyone killed
The Prime Minister, by killing the aliens, was doing her job as she saw it. She was the elected official and the Doctor was not. The Doctor was wrong to destroy the Prime Minister's government and lose the golden age for Britain that he said the Prime Minister would bring, just because he disagreed with her. True he saved the Earth but no one elected him to make decisions for Earth either.
im sorry but that was a low blow thrown at the retreating enemy...then she has nerve to call the doctor an 'alien threat'! my hackles went up and i growled at her...
