I searched in google the list of ben 10 episodes and in the last one shows that gwen moved to Ben's town coz her dad just got a new job their. So meaning they never parted ways, and besides Kevin 11 is a villain now. This would not explain how he became Gwen's boyfriend. It is also proven in a later episode "Ken 10" where Ben, Ken (son of Ben) and Devlin (Kevin's son) team up to defeat Kevin once more.

Gwen is not Devlin's mom. Kevin had a relationship with a girl on one of the saturn colony.
