An excellent example of Sesame Street teaching kids about 'perspective' (in this case with human relationships)! The line 'Throw it on the porch...' stands out in my mind the most, said by the man to whom the boy delivers papers.
The narrator sounds like a homicide detective: "All right, little boy, which one of those people was telling the truth?" I'd almost expect him to next say "Don't lie to me or you'll be looking at 40 years in Attica!"
He said "throw it on the porch, not in the bushes". Sounds like a pretty reasonable request to me. He, like the mother, is voiced by Frank Oz, and here he uses a voice very similar to that of Sam the Eagle.
Who's voicing the mother? I can't tell whether it's Frank Oz or Richard Hunt. Her voice sounds a bit like a mixture of both of their Miss Piggy voices (in case some of you didn't know, Hunt was Miss Piggy's voice during the "hospital" segment of "The Muppet Show").

No, no. I'm referring to the Sesame Street News Flash with Kermit interviewing her and being frightened away by the spider who was voiced by Oz. Sawing14s has that clip if you want to check it out. I do remember the one you mentioned though. And also, the more I listen to the boy's sister, the more I do in fact hear Richard Hunt's voice.
I remember this skit when I was a kid & you're right...the same music is played when the baby crawled, then stepped very carefully, then walked up the steps. They filmed the baby every 4 months or so from the age of 1 to 3 and spliced it all together. "She really likes those steps" was what one kid said at the end. I remember that one and would love it if someone posted it.

Ironic that the music from the "baby crawling up the stairs" film is used here. Because when I saw that recently I thought "there's never been a piece of music more perfectly suited to a visual than this." I thought it was a perfect match. Oh, well.
I still think it was probably created for that film first.
When I saw this clip countless times 30 years ago, I didn't realize, as I do now, that the "football team" consisted of the boy's mother, sister, friend, and guy on his paper route. That grandmother is so sweet when she says "heh, heh, heh, you're a good little boy."
