Interesting take on this issue. I believe the guy who runs it, is essentially a very creative financial crook - he has quite a long criminal record, and he probably has a very charismatic personality as well...thus duping a lot of public officials, who were too stupid or too lazy to check his credential or background records. Reminds me of the movie Robocop 3 where a mercenary group called the rehabs are hired by OCP corporation to remove the residents of a neighborhood OCP wishes to evict and develop. They're definitely probing for something, although I don't know if I would quantify it as a joke. Assuming the patriot movement did nothing, this would've went through. Two Rivers Authority, knowing that Hardin was in the process of developing its own police department, suggested to APF that they could end up with a "contract" to police the town once the legal stuff was situated. On top of running a "sub standard" jailing facility. This would be the first time in history that I know of, that..

any municipality would've forgone setting up their own department, with a police chief who is directly accountable to the town government, in favor of a private contractor, something by the way, which is illegal in the state of Montana. Regardless, point here is doing nothing, this plan would've been implemented, thus setting a precedent until someone blew the whistle.

Something else to think about too is the fact that several officials of the Two Rivers Authority are subject to investigation, and possible jail time as well as several of the council members from the town government. How the Two Rivers Authority could overlook 14 counts of felonious activity as well as having served jail time is beyond me, except someone (more likely several) people were paid off, thus putting private interests
