SS Becaues HG brings ho-ho its a fire and flying type! Lugia is a phychc and flying Lugia is better!

@ConP1 Definetly. Lugia is WAY stronger and the diffrent pokemon in silver are better

HeartGold is my suggestion Because it has ho-oh and mantine....and u know its just better
Well, Growlithe/Arcanine is in Heart Gold, and that has always been a favorite in the Johto region, unless you got Cyndaquil, then Soul Silver is my suggestion.
