@MyPowerplayer I made a blue streak on a black layer, then I used the perspective tool to make it appear on the ground, then I changed the blend more to dodge.

i quit at doing this find an easier way to do it cuz i really want it in my own picture but it turns out crappy when i change the blend mode to overlay
@MyPowerplayer No don't do it over again, check and make sure all the layers are visible. You may have to start over, but at least it's a quick effect and won't take too long.
dude i dont use gimp i use Photoshop CS4 can you plz tell me how to use it there? or maybe find out ? , ive been trying to learn this effect ever sence the force unleashed and im a major starwars fan plz help ?

It's Windows XP. It's a Windowblinds skin called Azenis 2. It's pretty cool. I recently patched the windows theme file so I can use unsigned themes so I've changed.
