Congress moves because the people petition them, and who is bothering to do that. We know how to vote and we know how to complain. We're not going to be pestered to do more than that.
The way I see it, Congress moves because the party wants them to move this way; look how the primal scream of dissent was ignored - and the first bailout passed. The people are secondary to serving themselves and advancing their careers and often become lobbyists to increase their earnings. It has become so corrupt, Congress is irrelevant.
The people do not practice contacting their reps, so, no, legislatures are accustomed to doing what bankers, who do pay attention to them, tell them to do. It would take a lot of people writing letters and voting, these days... and, as Ralph Nader observed, we live in a corporatocracy, not a civic democracy, and we raise our kids to be that way in compulsory school. First, society will be deschooled, then the future happens.
Yes, I would agree most people have been content to vote once in a while and pay taxes to feel their duty has been completed.
However, it is not necessarily the case Ralph Nadar is God. Lookit how the economy has come to a crashing halt; the people have done this by not spending.
Once, credit card interest paid was deductible on Fed Income Taxes. But, since we have become dependent upon debt the carrot has been removed.

I... I didn't say Nader was God. What an odd thing to say. The economy is crashing because loans were over leveraged. This is going to happen from time to time when you have a system based on paying for things with money you don't have. You're not going to face this because it would require to do real work, and no one is interested in changing their own mind, doing real work themselves because at the end of a work day, we just want to sound off on the internet or watch, "Family Guy".
I don't care for that Family Guy very much, although my son likes it.
And it doesn't matter if people want to work or not, because things are what they are. Nobody is going to come knocking at the door, going to give our country back. We're only going to get it back, by taking it back, ourselves. It doesn't even have to be violent, except on an intellectual level.
Ralph Nader kind of put his foot into his mouth with that 'Uncle Tom' thing he said.
