The reason Japanese incorporation of Dokdo was illegal
1. In spite of traces of Korean ownership of Dokdo, Japan didn't consult with Korea.
2. It was done in clandestine way.
3. It was based on falsehood. Nakai Yozaburo didn't live in Dokdo.
4. Yamaza Enjiro said that incorporation was absolutely necessary to build watchtowers and keep watch on the Russian warships.
Japan took Dokdo by greed and aggression, that's why Japan had to return to Korea after losing WW2.

4. Yamaza Enjiro just asked the Japanese gov. He didn’t give any conclusion. It was just a personal opinion, not an official response whatsoever.
In addition, he was just a gov. official from the Ministry of Foreign Affairs, not from the Ministry of the Navy. His opinion about how to defend the sea lane was nothing but a layman’s view.
For argument's sake, let's assume that he was correct, then why didn’t Japan build those watchtowers after incorporation of Takeshima in 1905?

Think, Japan had and has Tsusima. Russia had to near Tsusima when they navigated back to their port in Vladivostok. Tsusima had watchitowers and in fact they found enemy from there. Therefore buiding a watchtower for watching Russian fleet in Takeshima had no point. And again, Yamaza Enjiro was a nere govenment official from the Ministry of Foreign Affairs. Dokdo was the first victim of Japanese imperial greed.
President Lee is not respected in Korea, but he did the right thing to keep the Dokdo from Japanese illegal trespassing to Dokdo.
