I think this was a scene from X2, even though it's marketed as X3 by the studios. The X-Jet design is from X2, and the scene with them in Washington makes sense being in X2 since after Jean died they went to the White House in X2. I for example do not have this scene on any of the DVD or Bluray discs so I think they cut it off in later prints of discs.
Was it storm freezing the lake or iceman ? Hard question but it looks like it was storm due to the wind everywhere ! And what the hell pheonix was doing under the lake in the DC ? i think this scene is from x-men 2 , right after jean was talking about evolution and then u can see the pheonix force flying in the water and then they switch to DC where the x-men was heading :)
its not a deleted scene. it was a development teaser for when Bryan Singer was still on to direct where Emma Frost was the antagonist and the climax being in Washington DC.

This is definitely from X2. Presumably, it would have been between Jean's death and the Jet landing in front of Washington. I think it was cut to make the X-Men team's presence all the more dramatic and spooky.

Its NOT a deleted scene it was a promo for the original X-Men 3 when Bryan Singer was doing it.
The final battle was during Washington D.C. and Magneto was to move the bridge to Alcatraz near the beginning to have bunch of mutants escape the prison like Avalanche and Gambit (Oh Well)
@Alblllon it was on the dvd, its a secret. If I remember correctlym when you get to the last page of deletd scenes for the Brother hood, n X logo should appear somewhere, when you select it, this comes on. Because I definately saw this on the DVD...
