Basically what they're saying is that It doesnt matter how pretty or powerful your car is, if it doesnt have the electeonics to control that power, it's worthless. Hence the pretty blond girl ordering a burger from a library. She has the right basic idea of whispering in a library, but just hasnt the intelligence to use those ideas in an appropriate way, place or time to realise her full potential.
