Why do people always upload 720p videos and label it as 1080p? To combat possible defensive replies, 1080p is Blu-ray quality. If I fullscreen a supposedly "1080p" video, it should be crystal clear. This video displays artifacts and the 720p and 1080p quality settings on this video look the same.

It was uploaded at a time that YT only allowed me to upload a file under 2gb, thus I had to choose a lossy codec and toned down the settings so it would clip under 2gb. Yes, it's true people do what you are saying constantly, but I'm not one of them. Being a videographer/editor, I can assure you there are MANY more factors that contribute to loss of quality on a YT upload [camera, lens, camera settings, export settings, etc.].

Blue Ray is 1080p60 and uses a compression that does not degrade the video as much as the compression types youtube supports. It's not only about the progressive scan resolution, many many other factors play a huge part.
