It looks to me like this video is trying to build a stronger relationship between China and Taiwan. Bibi is from China, and Show is from Taiwan. Show shows Bibi on a map how to get back to China, she rides over and lets the balloons float over to China, and then both put up 'peace signs' representing peace between the two countries.

The situation is complex but not too hard to understand.
