Yes, this is a car, both in perception as well as the law.

If you were to set the front wheels in and have them smaller than the rear you might be able to register it as a "Road tractor".

One can take a 3 wheel tractor and register it both as "Machinery", as well as a "Motor driven cycle" in Texas.

But, 3 or fewer wheels is the deciding factor.

If it had three wheels it could get far more creative and not be concerned about so many state's regulations and restrictions ...like a 'car' is. In some places it is street legal and licensed as a motorbike, in others it is not street legal at all.

But nowhere is it treated as a car, so it doesn't have bumpers, just like any other quad.
