The thing that seemed to have happened here is that the photographers mc went ahead of the riders and when it arrived at the corner it stopped close to the waiting spectators who was halfway out the road looking for their heroes. When the riders then arrived in a short distance armstrong then looked forward to see that the crowd was standing halfway out on the pavement but also saw that

Armstrong didnt win that race Boogerd did. It looks like Armstrong just wasnt paying attention and sort of had his head partially down. I looked at it a few times and that seems to be the case.
