The way I see it,you should really try to make a website about what your interested in,as well what other people are interested in.Basically make the website about something you and your audience can agree on.

well their graphic apps are industry standard but dreamweaver really isnt all that, it's just a glorified code editor, I use it too sometimes but u really don't need it.
Creating a website from scratch can be a bit of a nightmare. I created a site for my college course using photoshop and dreamweaver, it turned out pretty well considering I'd barely used either of them before. Sites like these are good to get you started but tend to look a little generic, although for a blog it doesn't need to be spectacular ;)

I use Aptana Studio to code XHTML pages controled with a CSS sheet.

Or just Notepad+ or Aptana both are free, leave photoshop to the guys who are paid to use photoshop.
