Really there are 3 stages of a beta;

Alpha- Exctremely tight NDA, employees only

Closed Beta-Employees, friends and family of employees, and invites

Open Beta-Anyone who wants to can download it and play, sometimes you need an invite but then its not really open.

Mw3 probably has been in alpha testing awhile and would be ready for a beta but not only does it bog down the production, it also hurts sales due to people that torrent them, altogether theres too many reasons to NOT beta for it.

Modern warfare 3 beta? That would mean that activision would care about the community and not want to mislead it or have it buy something it doesn't like. It is a fact that they refuse to implement standard technology in the game, but go for the outdated quake engine and put content in the disc that they simply do not allow you to access, until 3 months, when they call it a dlc and want to charge you for what youve already paid.
