I disagree, I think Francis McDormand's character was necessary and perfect. Try to imagine nicer folks than Francis McDormand and her husband, or any more perfect contrast between the peaceful and violence-free home life that most people yearn for, with the rogue, murderous life of Stormare, and of the general underlying current of crime in America.
That is why the line "and on such a nice day too" is the most important one in the film, and why it ends the movie.
Yeah, I thought that was really cool how most of the movie was watching the two guys go at it, but it was really about Tommy Lee Jones getting too old to fight crime anymore. Even through the horrible feeling in my stomach this movie gave me I knew this was a kickass deeper-meaning movie.
If you hated the ending, Outlaw, it's probably because you didn't understand the movie, especially the title. The theme of this movie, as told by Tommie Lee, is basically that the world has gone to hell, and will continue to do so. The psycho was allowed to escape as a way of saying, the crazies are still out there, and it's gonna get worse. All the best. PS: I wasn't crazy about the ending myself, the first time I saw it. Then I read the book. My two cents.

Fear is an accompaniment to life, and the worst sort of thing you can imagine is always out there in the world, including right now, hurting people as badly as possible.
