Yes indeed, the same rule also applies to Dublin as well. I recall Ciaran Whelan nearly taking the head of Ronan McGarrity a couple of years ago in Croke Park and only receiving a yellow card. The same tackle may have received a red card in rugby, afterall he could have broken his neck.
